In May 1992, governments of the European Union adopted legislation designed to protect the most seriously threatened habitats and species across Europe. This legislation is called the Habitats Directive and complements the Birds Directive adopted in 1979. Sein Zweck ist der länderübergreifende Schutz gefährdeter wildlebender heimischer Pflanzen- und Tierarten und ihrer natürlichen Lebensräume. Die Natura 2000 Schutzgebiete werden durch die Mitgliedstaaten als „Gebiete von gemeinschaftlicher Bedeutung“ (sites of Community importance, SCI) nach Maßgaben der Richtlinie 92/43/EWG (FFH-Richtlinie) nominiert.
